 taillights problem, running lights dont go on |

My running light for the rear wont go on. When i step on the brakes they light up. I just changed the bulbs all are good, changed the fuse in the kick panel, changed the 3 amp fuse inside the rear panel. I dont know what else could be wrong with it. The wirings also look fine (no crunched or pinched ones.) Anyone know what else can be the issue? It's a 1994 GT-four. Any help would be much appreciated.

ok so when i turned on the car yesterday, the tail lights for some reason was working.. so i didnt check those things yet.. but then when i started it this morning, they weren't working again. Couldnt it be a wire grounded or something?
