^depend why capabilities the moderators have ATM. Could be simple or very complex.
If its a bit doing it, a capture code to sign up would fix it. Or like you said, new members have to wait 2 weeks till they can post etc. But yeah, in the meantime some more moderators just to delete some posts would be handy
