This is probably a really stupid question, but i just want to be 100% sure, will this kit fit on a 95 ST204 celica, which is the facelift model (fits fogs).

Rears fit all hatch sides fit all hatch front fits only facelift bumper correctly (96-99) That price is not the best though if you still have to add that shipping price. keep looking i've seen ebay sell complete sets for decent price or piece it out if it makes it cheaper or look in the buy/sell forum section. 450 is an ok avg price for whole set. cheaper, the better but OEM.
