 Engine ????, Important- cost |

I am wanting to have built a custom engine for my celica but I am not sure how to go about it. I saw one that a guy had machined, every thing was custom and it was just sick(400hp without turbo or NOS) I want something similar but like I said I don't where to start or the cost, can anyone help???

are you looking to go turbo, or build it up NA style?
