When i bought the car the wire that is sodered in was broke off. i sodered it back on and at that time it worked. then it came off, and the back fell off and i had a piece of metal that fell out. i just decied to buy another one from a parts car, well it doest work either and it doesnt have the metal piece that mine has... i checked the fuse, i'm not getting any light on the dash at all, ive read it could be the modulator, but first things first i need to figure out where the mtal piece goes and which way it should be facing.

All the switches I've seen for the '98-99 steering wheel manage to fall apart and lose that metal piece. If you still have it, you should be able to get the switch working again unless there's another part that is missing. If the switch isn't working, you won't get the "cruise" light on the dash. I'd wager that the switch is your issue.
