The owner's manual says they should come on when the tail lights are turned on (guess they mean parking lights
 ), but will only come on with the low beam headlights on as well. They go back off when the high beams are switched on. Is this normal for a U.S. Celica?

I'll agree with this as well, it has always been the way Toyota operates fogs.
I personally like them to come on with at least the parking lights. Mine also stay on with the low beams and high beams, but I've been considering making them come on only with parking and low, and turn off with high beams. |
