 Help with tail lights, Unusual lighting problem |

Ok, well this is unusual to me, im sure its happened before....
I have JDM Tails, and when i have my lights on, only the passenger side light lights up....The one thats suppose to stay on all the time. So i figure since the other one doesnt light up the bulb is out, but when i press the brake down, both light up on both sides of the car like normal. Its just when im not pressing the brake that the outside light doesnt stay on. Heres some pics, sorry about the bad quality, took em with the cell phone. w/o brake  w/ brake  Any idea on what could cause this and how to fix it?
