I was removing the fuel pump in my 1997 Toyota Celica GT (ST204) because my gas gauge is constantly buried on E even though the car has gas. I'm assuming the piece responsible for sending the fuel level is broke. As I was removing the pump, I noticed that it was extremely difficult to remove because of some orange plastic inside of the tank that is just below the service hole in the tank. Any ideas of what this is? It literally blocks the service hole. I'm not sure if it's a piece that just got shifted out of the way? Or what.

When I tried bolting the pump back in, it refused to line up with the holes.

I believe the part number that I need is Toyota Part No.: 83320-20550, however, it seems to be discontinued. Is there anyway I can
1. Fix this piece
2. Get a whole other assembly
