what exactly is a tweeter image enhancer?

it goes between the tweeter and the crossover and lets you ajust the tweeter level to blend in better with the woofer.

I will be taking off my front bumper in a couple of days if anyone is interested, the paint is chipped and scratched a little bit but it is in great shape.
