i got a 95 ST i hear that emmisions are easier to pass that with a 97-99 car so if i get a EGR dummy when i do my swap will i be able to pass?

i think its easier to pass if you have a 95 and down.. they are allowed to give out more smog.. then 96 and up.. cars.. well i think i'm not 100% about that..
