You wouldn't have to use too much Bondo if you did a good job with the fiberglass on the inside of the fender.

Yeah, I'd take off the fender, remove the vent, and tape a big thin piece of cardboard to the outside of the fender, then fiberglass the inside of the fender so that it would have that curve to it. It'd still need a bit of bondo, but not an insanely huge amount of it.

why not just weld it???

if he wanted to do that i think hed just get oem because id pay 100 more dollars to not have to do that.
