basicly, in case you are in an accident where you need to be taken to the hospital uncoscience, paramedics say they rarely will find an "in case of emergency" contact number card in thier purse/wallet, but most of the time they find a cell phone. So they encourage people to make an entry in their address book on thier cell labeled "ICE - 'name of person'" so the doctors/paramedics can call someone if, god forbid, something may happen. Its a british idea, but its still a good one.
