So I am thinking of using the stock BPV for my 5SFTE build, however I keep reading about the VTV and don't know what it is?

What exactly is it? I have also read that it is required in order to make the BPV work, would that be the same case if I were to use the stock BPV on the 5SFTE? Do I need to get the VTV as well as the BPV?

I guess you are talking about the MR2 BPV.
VTV = Vacuum transfer valve
It is the white plastic thingy, check-valve shape, on the side of the MR2 BPV.
However, it is NOT a check valve.
It lets air flow freely from one side to the other.
However, it slowly releases the pressure from the other side back once the pressure changes.

If you don't have one, the MR2 BPV will not operate correctly.
The VTV is notorious to break easily.
When you buy a used BPV, make sure it comes with one.
Toyota sell the VTV separately from the BPV and will cost you ~$40.

Anyone have a better picture? I am using the MR2 BPV also and I'm not sure if I have this part.
BTW - That looks nothing like mine except for the BPV itself. Mine is attached to the stock IC pipe going from the Turbo outlet to the IC.

The one in the picture above is on ST185 A/A TMIC setup.
Here is the better pic of the VTV.

so even if I didn't want to recirculate and I just wanted to vent to the atmosphere, I would still need the VSV?

what exactly is everything I need? I have JUST the BPV right now. what else besides the VSV would I need? just one hose from the top nipple to one side of the VSV and then another hose to the smaller nipple and that's it? or is there anything else?

VTV
You need the VTV for the BOV to function. The picture above shows how it needs to be hooked up.
