I think they have different ECUs. the 94-95 cali specs had 2 o2 sensors (all 96+ had 2 o2 sensors, cali and fed). There is a different part number for the EGR valve. 94-95 cali specs had 2 catalytic converters (all 96+ have 2).

If you've taken the smog check (how else do you know that you failed?) just post the numbers up. Here in Alabama nothing gets checked on our cars. Hell when you go get your tag renewed they don't even ask for proof of insurance! The only downside to living here is that you see the usual honda ricers and then there's the redneck pickups that are lifted sky high with no cat or they have snorkles for off roading. All in all it's a great place if you wanna do anything to your car and not worry about it
