Lost opportunities..., the brass ring just slipped through my fingers, again. Options

Well, i had been considered to go to Quebec City for 3 weeks at the end of April/beginning of May to teach a course in Desktop Radio. Everything was in place. I had my superiors' approval, i had found and trained my replacement and then it happened: I got a "Dear John" e-mail stating that they had found someone "closer to home" for the session. It wasn't even an e-mail addressed to me. I was copied on a reply for final approval at the highest level. What i am really frustrated about is that they ask me to turn my life upside down to make myself available, find a replacement, do half the leg-work for them and don't even let on that they were considering someone else. This is the second time they do something like this to me. In December they just played the "Pass the buck" until it was too late to send me to Regina in January. I mean this may not sound exciting to you (especially Regina in January, brrrrrrrrrr!!!!), but i like to share my knowledge and it's always nice to break the routine with a new challenge. They have given me so much, it is also an opportunity to give something back and make sure that certain standards are in place. I take my career very seriously and it frustrates me whenever i hear of bad practises and poor quality work on air. I have half a mind to put this in an e-mail and send it to my superiors. As a manager/administrator do you think this would be out of line? Does it sound like i'm just venting or whining? Anyway, thank you to those who took the time to read this.

BTW i'm consoling myself by ordering some blue Polarg Hybrid 194s from Ebay. When they get here i,m going to tear out my instrument cluster and replace the bulbs behind the gauges.
