CC Control Cables, what is what

When I got my car used, the pointer for the fan speed is backwards. Like when the fan is off the pointer is in max speed. I need to adjust it at the same time change my bulbs. Is the bulbs removable like the gauge cluster or MUST be soldered? I do not need it LED.
