In California:
Strobes are illegal to use while car is in motion Interior & Exterior Neons are LEGAL WHILE IN MOTION if the actual bulb cannot be seen by another vehicle or passer-byer. Cops still might pull you over. But ive stated this fact to officers and they got kind of mad that i knew the law.
