Yes you can, IF the pothole was reported 2weeks or more ago and has yet to have been fixed. even then they'll require other witness statements, pictures and such.

That's a nasty pot hole.

It may be different in the US, but here in Australia if that happens you can generally claim through your insurance, and the insurance company will go after the local council responsible for the road. In that case you don't have to pay an excess and your no claim bonus isn't affected.

Might be worth calling your insurer if you haven't already?

I'm not but rims aren't cheap and it's BS that city's leave roads in such bad condition, and it would only be for the price of the rim; I think thats fair.
