I have the same boost creep problem. I have an internally wastegated turbo with an 11psi spring (it's the smallest I could find for my turbo) and it creeps to about 15psi. I'm sure it'll creep higher than that but my MAP sensor won't let it. I plan on getting a Tial external wastegate with a 7 or 8psi spring and turn it up to 10psi. Hopefully that will help the creep issue, if not I'll be in the market for a new turbo with a bigger exhaust housing.
